The PSA Serbilis website (previously known as e-Census) allows Filipinos to order a marriage, birth, or death certificate, as well as a Certificate of No Marriage Record (CENOMAR) and have it mailed anywhere overseas or in the Philippines. The PSA is in charge of the site directly.
You can avoid long queues and stressful travels by using the PSA online application. The Philippine Statistics Authority (PSA) (previously called the National Statistics Office or NSO) accepts applications and payments for civil registry documents via the internet. After a few days, your desired certificates will be delivered to your home or business place. You can still request documents through NSO or PSA online and have them mailed to your specified address even if you are based abroad.
To obtain a Marriage, Birth, or Death Certificate, as well as CENOMAR online at PSA Serbilis, you are required to follow some steps to get your desired documents from the PSA that are outlined below:
- On the PSA Serbilis homepage, click the “Click here to request now” option.
- Read the terms and conditions before proceeding. Select “I Accept” from the drop-down menu.
- Fill up the necessary contact and shipping details. Then press the Next button.
- Verify that your information is correct.
- By clicking the applicable button, you can select the type of PSA certificate you need. Answer the questions that come up. Then press the Next button.
- Fill in the spaces with your personal information. After you have finished filling out the form, click Save.
- Verify that your information is correct.
- A page titled Requests Summary will emerge. You can add a new document request by selecting the applicable option or can also change the information you provided. Click the Submit button when you are done.
- An acknowledgment page will appear, confirming that your PSA online application was successful. You will also notice your request reference number and batch request number, both of which you will need to make a payment.
a. To complete the payment with a credit card, click “Pay online via credit card now.”
b. Print two copies of the Acknowledgement page if paying over the counter.
PSA Serbilis charges PHP 330 for every request made within the Philippines, including marriage, birth, and death certificates, but for CENOMAR the charges are PHP 430.
PSA Serbilis accepts payments for PSA certificate fees via several options that includes credit card (Mastercard, Visa, JCB, or American Express), Bayad Center outlets, any UnionBank branch in the Philippines, UnionBank ATM or online banking (which is for UnionBank account holders only), Over-the-Counter Payment Channels, and UnionBank Online app.
PSA Serbilis will send your requested document in the Philippines between three to thirteen working days of receiving payment. If you live outside of the country, it will arrive in six to eight weeks following payment. The actual delivery time is determined by the location of delivery and the type of NSO certificate.
If you want to check the status of your PSA Serbilis online request, go to the lower right corner of the PSA Serbilis homepage and click under “Check the Status of Your Request,” then enter your Request Reference Number or Batch Request Number.
